  • | news published on Thursday, 07 April 2016,NOTICE OF RECLAIMING ACCURATE PASSENGER IDENTITY INFORMATION ON THE USA SECURE FLIGHT

    Dear agents ,

The Transportation Security Administration (TSA) issued the final rules of Secure Flight Schedule in October 2008 that all operating airlines with U.S. related flights (which fly to, fly away from or fly across the United States) must implement these rules before October 31, 2010. The operating airlines cannot print boarding passes for passengers who fly to, away from or across the United States territory until Secure Flight system verification is approved. Airlines will be deemed to be illegal if it doesn’t send the passenger identity information to Secure Flight system verification within the prescribed time. The TSA will penalize the airline $27,500 USD for each incorrect operation, or may refuse entry flight. In order to comply with the provisions of the TSA security flights, and ensure the well operation of the company on the flight, the regulation of inputting accurate passenger identity information is reclaimed as below:
Firstly, when making the passenger reservation for the U.S. related flights which are operated by China southern airlines, regardless of which cabin, or any permits, the sales staff shall carefully check the validity and identity of documents and ensure inputting accurate and complete passenger identity information in the reservation records. The complete passenger information containing their full name (including middle name or abbreviation of middle name), gender, date of birth and identity information is required. In case the complete passenger identity information is not available when making a reservation, according to the principle of who is in charge of reservation is to take the responsibility of the staff and generate the reservation record. The responsible party must input the complete passenger identity information within prior to 72 hours of their flight departure. Once the passenger identity information is inputted and the complete reservation record is generated in the reservation system, the information is not allowed to be changed. Agent must follow the rules. If Agent have their own reservation  system or website, please set its reservation related system and website before 30 Apr 2016 for not allowing the passengers to change the information, including any change of surname, first name, middle name and their order, gender, date of birth, identity information or character format.
Secondly, when selling U.S. related flights, the staff must inform the passengers that, to meet the requirements of the TSA Secure Flights, the passenger must provide complete and effective identity information when buying tickets for the United States and Canadian flights operated by China Southern Airlines, and the information shall not be modified after it has been provided. When a passenger asks for a relevant change, agent should also inform the passenger of the regulation. Any relevant change must be processed according to the regulation of voluntary refund. If the change meets name modification regulation, it is a must to cancel the original PNR, refund the ticket, rebook the PNR and issue a new ticket.

Thirdly, the regulation should be strictly implemented and the staff must ensure to input the information accurately. If the passenger is not informed of the regulation or the operation is incorrect, which causes the passenger being refused entry and deported, or China Southern Airlines being punished by U.S. government, the consequences will be untaken by the relevant agents. $27,500 USD should be paid by the agent for each passenger record relating to incorrect operation and the loss should be compensated by the agent for the relevant flights being refused entry.
